Week of August 27, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman LeRoy C. Allison. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
-/Chairman Allison was authorized to sign the Notice of Separation of
Stephanie Gilbert of the Grant County PARC.
�<I '`l-r,The Commissioners approved the starting salary of Lola Brown of the
Grant County PARC at $1,794 per month effective August 23, 2001.
y �o, 1 The Commissioners received a Petition for Establishment of a Road
Improvement District filed by Henry Severin of Ephrata, WA.
;1 I 4• The Commissioners approved out state travel for Teresa Hutsell of
Grant Mental Healthcare to attend the American Psychiatric Nurses
Association meeting in Nevada.
The Commissioners received notice that Don Herzog of Grant County
Fairgrounds resigned. They approved the promotion of Vicky Chase to fill
the position with a starting salary of $2,410 per month effective September
1, 2001.
I., The Commissioners received a Summons and Complaint from James
B. biller. The matter was referred to the Prosecuting Attorney for handling.
A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -134 -CC regarding SIP
recommendations for funding to the Port of Mattawa and the City of
Ephrata.
19-y,^ �.i• As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 8/27/01 in the
total amount of $752,510.36.
The Commissioners met in executive session regarding appropriate
procedures for the Open Record Appeal Hearing of the Weitzel
Discretionary Use Permit Application and SEPA Checklist.
The Commissioners held a Public Hearing regarding the Open Record
Appeal Hearing of the Weitzel Discretionary Use Permit Application and
SEPA Checklist to allow a fifty -space campground to operate during the
hunting, fishing, and concert seasons. The property is twenty acres in size,
located in the Agriculture Zone, in a portion of Section 30, Township 19
North, Range 26 East, of the Willamette Meridian. The campground area
will only use approximately 5 acres. Commissioner Moore recused herself
since she has business dealings with some of the parties involved.
Commissioner Allison stated that he had received a phone call on August 27,
at 7:30 a.m. from Larry Williamson indicating that he was opposed. Those
in attendance had no problem with Commissioner Allison's taking the phone
call. Those wishing to testify at the Hearing were sworn in. County
Planning Director Scott Clark discussed the staff report and provided some
background information. It was established that all those who signed the
petition were appealing the action. Letters in support of the project
submitted to the County Commissioners by Rita Tuller, Director of the
Ephrata Chamber of Commerce, John McMahan, Randy Weitzel, State
Representative Joyce Mulliken, State Representative Gary Chandler, Terry
L. Brewer, Executive Director of Grant County EDC, and Karen Wagner,
Manager of Moses Lake Chamber of Commerce, were read into the record.
There were other letters of support received by the Planning Department,
which were made a part of their record. Those speaking in opposition to the
project were Audrey Vessey, Ray Vessey, Norma Flint, Darlene Fredrick,
Bob Sween, LeeAnn Sween, Larry Williamson, and Trish Hunter. A motion
was made by Commissioner Snead, seconded by Commissioner Allison to
close the Public Comment period. The motion carried. A motion was made
by Commissioner Snead, seconded by Commissioner Allison to continue the
Hearing to September 11, 2001 at 3:30 p.m. The motion carried.
As there was no further business to come before the Board the session
was continued until 9:00 a.m. August 28, 2001.
August 28, 2001
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding a
10:30 a.m. bid opening -Stratford Road and 7 -NE Road, Bid
recommendation for Fuel Management System, Execution of Contracts for
Patton Blvd., Resolution -Upgrade of IMS Accounting System, Rodax
Agreement, Fiber Optic Connection, Loss of RC Products, Landfill funds
from Tom Youngers for Culver Pipe/Access Road, and Personnel.
4on, y A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -135 -CC in the matter of
upgrading to existing IMS Cost Accounting System be passed. The motion
carried.
— ;c,-i.'The Commissioners were notified of the resignation of Robert E.
Neal, Engineering Technician V.
/4 ,,�,7i Chairman Allison was authorized to sign the Local Agency
Agreement on Q -NE Road with Basin Paving Company in the amount of
$250,264.40.
%`1'The Commissioners approved the recommendation and awarded the
bid for the Fuel Management System to Don's Petroleum in the amount of
$69,998.
The Commissioners held a bid opening on the Stratford Road Overlay
project. A motion was made by Commissioner Snead, seconded by
Commissioner Moore to refer the bids to Public Works for their review and
recommendation. The motion carried.
M , / A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -136 -CC setting a Public
Hearing for September 18, 2001 at 1:00 p.m. relating to the facts requiring
an appropriation and expenditure of funds for the Economic Enhancement
Fund #113, Department #155 in the amount of $31,561 be passed. The
motion carried.
/1.�o l`i A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -137 -CC relating to the
transfer of funds within the 2001 budget of the Economic Enhancement
Fund #113, Department #155 in the amount of $38,439 be passed. The
motion carried.
7� The Commissioners approved the recommendation of the Public
Works Director and awarded the bid for Stratford Road and 7 -NE Road to
Basin Paving Co. in the amount of $375,139.96.
/Y36017 The Commissioners approved the starting salary of Robert A. Moser
of the Prosecuting Attorney's Office at 100 percent of Deputy Prosecuting
Attorney, Level 1.
ill 30-79 The Commissioners approved the request by the Prosecuting
Attorney's Office for the purchase of laptop computers.
r . , .3,)7y The Commissioners signed the Public Works payroll journal for the
month of August in the amount of $311,478.26.
,,/,, 1g0 Chairman Allison was authorized to sign the Statement of Association
with Ferry, Lincoln, Okanogan, Pend Oreille, Stevens, and Douglas
Counties, and Spokane Valley Fire Protection District #1 regarding the
County Association Retirement Pool for health and medical benefits.
, �V i The Commissioners appointed Stan Kaufinann to a position on the
Grant County Board of Equalization.
4 3,-,x-), a The Commissioners signed approval of the salary of Rick J. Bomar of
District Court at $3,069 per month.
/,f6, g4 The Commissioners held a Public Meeting regarding the Plat
alteration of Mattawa Acres No. 2, Replat No. 5, requested by Ignacio and
Elena Navarrete. The proponent is seeking to subdivide approximately 9.56
acres in the rural Residential -1 zone into 2 lots of 4.77 acres each. A motion
was made by Commissioner Snead, seconded by Commissioner Moore to
uphold the Planning Commission recommendation for approval with
findings and conditions provided by the Planning Department. The motion
carried.
/ " V" The Commissioners held a Public Meeting regarding the proposed Re -
plat of lots 11 and 12 of Carroll Acres and a Portion of the SW `/4, SW '/4, SE
/4, Section 34; Township 15 North; Range 23 East, Willamette Meridian
requested by Jerry and Pamalia Ray. The subject parcels are approximately
21.78 cumulative acres. A motion was made by Commissioner Moore,
seconded by Commissioner Snead to uphold the Planning Commission
recommendation for approval with findings and conditions provided by the
Planning Department. The motion carried.
The Commissioners approved the salary increase of Corrections
Officer Lance Urwin of the Sheriff s Office to $2,528.18.
i -V 3 A- A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -138 -CC resolving that
Constance Dorene Bendickson is no longer designated to provide the
services of a County Designated Mental Health Professional effective
August 20, 2001 be passed. The motion carried.
/-"'/",�7 The Commissioners held a continuation of the Public Hearing on the
2000 Comprehensive Plan Amendments. The Commissioners continued
consideration of 2000 -29 -Michael Stutzman-Change from Rural Remote to
Rural Residential IL This property is on the west side of Moses Lake, north
of Mae Valley in Section 19 -Rural Remote. A motion was made by
Commissioner Moore, seconded by Commissioner Allison to close the
Public Comment period. The motion carried. A motion was made by
Commissioner Moore, seconded by Commissioner Allison to uphold the
Planning Commission denial with findings provided by the Planning
Department. The motion carried.
The Commissioners signed the Public Works claims fund voucher
approval 408-1 through 408-2 in the total amount of $23,731.80.
A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -139 -CC in the matter of
approving the Replat of Lots I 1 and 12 of Carroll Acres and a Portion of the
SW '/4, SW '/4, SE '/4, Section 34; Township 15 North; Range 23 East;
Willamette Meridian, requested by Jerry and Pamalia Ray be passed. The
motion carried.

Commissioner Moore that Resolution Number 2001 -140 -CC in the matter of
approving the Plat alteration of Mattawa Acres No. 2, Replat No. 5, a 2 lot
re -division of 9.56 acres in the Rural Residential 1 zone in a portion of the
NE '/4 of the SW '/4, of Section 3, Township 14 N., Range 23 E., Willamette
Meridian, requested by Ignacio and Elena Navarette be passed. The motion
carried.
As there was no further business to come before the Board the session
was adjourned until September 4, 2001.
