Week of May 29, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman LeRoy C. Allison. All of the Commissioners were in
attendance with the Clerk of the Board.
The Commissioners read and approved the minutes of the preceding
session as written.
Chairman Allison was authorized to sign the Notice of Separation of
Theresa (Michelle) Tomson-Wheatley of the District Court Department.
The Commissioners approved the request by the Moses Lake Senior
Center for release of approved funds.

,0 ' The Commissioners approved the request for a budget extension in the
Grant County Emergency Management Department in the amount of $9,300.
/_z /^YThe Commissioners received a Petition for Review from the State
Growth Management Hearings Board for Eastern Washington between the
City of Moses Lake and Grant County.
,.z /.,�, As of this date the Board by a majority vote does approve for payment
those vouchers filed in the Auditors office 5/29/01 in the total amount of
$223,409.45.
The Commissioners met with the Public Works Director regarding
Construction status of "Gravel to BST" Program, 9 -NW Rd. -Prime coat
complete, 3 -NW Rd. -Prime coat complete, D -SW Rd. -Base course started,
10.2 -SW Rd.-Subgrade complete, E -SW Rd.-Subgrade under construction,
9 -NE Rd. -Prime coat complete, 7 -NE Rd. -Prime coat complete, 7 -NW Rd. -
Scheduled for July start, B -NW Rd.-Subgrade under construction, Draft
letter to City of Moses Lake on Larson Base, Resolution Establishing Bridge
No. 390, Household Hazardous Waste Collection Event Totals, 4 -Way Stop,
Flannigan Short Plat, Wa. State Employment Security/Wal Mart -Meeting
Room, Inland Telephone/Consolidated Disposal -Tire Issue, 11:00 A.M.-
Continued Hearing on Trinidad Road Vacation, Personnel -Road District No.
3/Lt. Operator -Currently pending.
motion was made by Commissioner Moore, seconded by
Commissioner Snead to continue the Trinidad Road Vacation Hearing to
11:00 a.m. on June 5, 2001 to allow input from the Prosecuting Attorney.
The motion carried.
Wd 1' 7 The Commissioners signed the Public Works Payroll Journal for the
month of May in the total amount of $284,849.29.
A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -79 -CC in the matter of
initiating County Road Project designated as CRP No. 01-24 be passed. The
motion carried.
pj,� io'lThe Commissioners signed the Public Works Claims Fund Voucher
approval #5-1 through #5-3 in the total amount of $29,485.63.
/y,, ;; The Commissioners approved the Transfer request from the Grant
County Fairgrounds in the amount of $84,274.42.
i` 11 1/' The Commissioners approved out of state travel for staff of Grant
County PARC.
iq, /.-�. The Commissioners approved the salary of $2,860 per month for the
new CASA Administrator position in Superior Court.
(,1),7i-� The Commissioners met in executive session with legal council
regarding the Moses Lake v Grant County matter before the Eastern
Washington Growth Management Hearings Board.
/,a /w A Public Meeting was held regarding the Carla Barnard Reasonable
Use Exception request to allow the development of a 1.2 -acre parcel in the
Rural Urban Reserve Zone. A motion was made by Commissioner Snead,
seconded by Commissioner Moore to uphold the Planning Commission
recommendation for approval with findings and conditions as recommended
by the Planning Department. The motion carried.
'f, ; 7, A Public Meeting was held regarding the Chamberlain Family Trust
request for a 13 lot Preliminary Plat on 87 acres in the Rural Residential One
Zone. A motion was made by Commissioner Moore, seconded by
Commissioner Snead to uphold the Planning Commission recommendation
for approval with findings and conditions as recommended by the Planning
Department. The motion carried.
A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -80 -CC setting a Public
Hearing for June 18, 2001 at 1:30 p.m. relating to the facts requiring an
appropriation and expenditure of funds for the Current Expense Fund #001,
Sheriff's Department #114 in the amount of $9,629 be passed. The motion
carried.
A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -81 -CC approving the
Barnard Reasonable Use Exception be passed. The motion carried.
' ,'A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -82 -CC approving the
Chamberlain Family Trust Preliminary Plat for Desert View Acres be
passed. The motion carried.
As there was no further business to come before the Board the session
was adjourned until June 4, 2001.
