COMMISSIONERS' PROCEEDINGS
Week of April 23, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. with all of the Commissioners in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding
session as written.
-7-1 The Commissioners approved the salary increase of Kristi L. Olson of
the Planning Department to $3,104 per month.
�y The Commissioners approved the salary increase of Edgar Harrell of
the Planning Department to $3,104 per month.
The Commissioners approved the request by the Christian
Motorcyclists Association to utilize the steps of the Courthouse from 12:30
p.m. to 3:30 p.m. on July 21" while the Bike Show is in progress.
z�- The Commissioners received the Notice of Separation of Cody
Hassler of the Grant County PARC effective April 12, 2001.
�./, is / 7 The Commissioners approved the starting salary of Ken D. Ziemer of
the Planning Department at $2,483.20 per month.
r,,,, �a �k The Commissioners approved the salary increase of Daryl Hudson of
the Sheriffs Office to $3,418 per month.
The Commissioners approved the salary of Linda Anderson for the
position of Co-occurring Coordinator/Facilitator at $2751.30 per month with
Grant County PARC and Grant Mental Healthcare.
The Commissioners approved the starting salary of Pamela R.
Johnson of the Grant County PARC at $8.00 per hour effective April 14,
2001.
i Y The Commissioners received a Summons and Petition from James
Salinas. The matter was referred to the Prosecuting Attorney for handling.
Chairman Allison was authorized to sign form amendment No. 4
between the North Central Washington Regional Support Network and
Grant County.
The Commissioners signed the Contract for Services between Frontier
Title and Escrow and the Assessor's Office.
'-'1,%-,,'The Commissioners signed Contract No: CSEC5311 with the State
Department of Corrections.
r ,-4Y- The Commissioners approved out of State travel for Nancy Harris and
Lou Greenlee of Grant Mental Healthcare to attend "Co-Occuring Disorders
training in Oregon.
Commissioners approved the special occasion liquor license of
Desert Aire Country Club.
v, ,;Y7 Chairman Allison was authorized to sign the Notice of Separation of
MaryBeth Pokos of Grant County PARC.
/_;_;,JlThe Commissioners approved out of State travel for Brian Reese of
Grant Mental Healthcare.
,17,25WThe Commissioners held a Public Hearing regarding a proposed
Ordinance to amend the Grant County Code by the creation of a new chapter
regarding Public Records, defining terms, and establishing procedures for
granting and denying access to Public Records. A motion was made by
Commissioner Moore, seconded by Commissioner Snead to continue the
hearing until May 22, at 1:30 p.m. to allow further input. The motion
carried.
Sa The Commissioners were in executive session from 3:30 p.m. to 3:40
p.m. regarding potential litigation.
As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 4/23/01 in the
total amount of $709,163.80.
As there was no further business to come before the Board the session
was continued until April 24, 2001.
April 24, 2001
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Interim Public Works Director
regarding bid opening, CRP 01-10, 3 -NW and CRP 01 -07,9 -NW, Phil
Slaugh, Solid Waste Supervisor -Free dump/transport discussion, 10:45 a.m.-
Bid Opening CRP 0 1 -05 7 -NE & CRP 01-11, 9 -NE, RAP Contract -1 l -SW
Rd. (Adams to G -S W), 11-5 W Rd. (G -SW to Dodson), Request for
reimbursable work -Grand Coulee seal coating, Cost Share -CRP Resolution
for Elsie Rd. (Mae Valley); Norman Clark, CRP Resolution -Elsie Rd., (Cost
Share Project), Contract Execution -Asphalt Hauling Services, Water Pump
and Trailer, 11:00 a.m.-Bid Opening: CRP 01-06, D-NW/10.2-NW/E-NW,
Vacation request for County road rights-of-way in Trinidad Plat -J. Fortier,
Grant County SIP -Application Fees, Grant County Cities and Towns
Resolution 01 -01 -Discussion.
The Commissioners held a bid opening regarding Road 3 -NW, 9 -NW.
A motion was made by Commissioner Snead, seconded by Commissioner
Moore to refer the bids to Public Works for their review and
recommendation. The motion carried.
The Commissioners held a bid opening regarding Road 7 -NE, 9 -NE.
A motion was made by Commissioner Moore, seconded by Commissioner
Snead, to refer the bids to Public Works for their review and
recommendation. The motion carried.
The Commissioners held a bid opening regarding Road D -SW, 10.2
SW, E -SW. A motion was made by Commissioner Snead, seconded by
Commissioner Moore to refer the bids to Public Works for their review and
recommendation. The motion carried.
The Commissioners signed a contract with Mitchell, Lewis & Staver
for the purchase of 1 Pioneer P4-F3L 101 1 Pump with Trailer.
A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -60 -CC regarding the
Sheriffs Office Education and Enforcement NOVA project be passed. The
motion carried.
r" A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -61 -CC regarding the
Sheriffs Office Maintenance and Operation NOVA project be passed. The
motion carried,
7r`i%Y' A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -62 -CC in the matter of
initiating County Road Project designated as CRP No. 01-22 be passed. The
motion carried.
,*- A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -63 -CC in the matter of
a Notice of Hearing on the vacating of portions of certain County Roads and
Rights -of -Way be passed. The motion carried.
--;i,�,The Commissioners signed an Agreement with Okanogan Seattle
Transport for Asphalt Hauling Services.
The Commissioners held a Public Meeting regarding a Reasonable
Use Exemption request from Bruce Larsen to allow the development of a
2.2 -acre parcel in the Rural Residential 3 Zone. A motion was made by
Commissioner Snead, seconded by Commissioner Moore that Resolution
Number 2001 -64 -CC upholding the Planning Commission recommendation
for approval of the proposed exemption be passed. The motion carried.
/ho �<)-The Commissioners upheld the recommendation of the Interim Public
Works Director and awarded the 3 -NW and 9 -NW Road project to Tommer
Construction Co., Inc. in the amount of $202,178.80.
The Commissioners upheld the recommendation of the Interim Public
Works Director and awarded the 7 -NE and 9 -NE Road project to Tommer
Construction Co., Inc. in the amount of $155,690.20.
y The Commissioners upheld the recommendation of the Interim Public
Works Director and awarded the D -SW, 10.2 -SW and E -SW Road project to
Tommer Construction Co., Inc. in the amount of $212,747.80.
�f The Commissioners held a Public Meeting regarding the Re -Plat
application to create two lots from an existing 108.44 -acre parcel requested
by William Stevens. A motion was made by Commissioner Moore,
seconded by Commissioner Snead that Resolution Number 2001 -65 -CC
approving the Plat Alteration be passed. The motion carried.
Chairman Allison was authorized to sign the Rural Arterial Program
Project Agreement #1301-01 on I I -SW Road in the amount of $321,707.
/''; c7 Chairman Allison was authorized to sign the Rural Arterial Program
Project Agreement #1300-02 on 1 l -SW Road in the amount of $796,000.
piThe Commissioners received notification from the Grant County
Fairgrounds of the resignation of K.G. "Doc" Henderson.
a ? A motion was made by Commissioner Snead, seconded by
Commissioner Moore that Resolution Number 2001 -66 -CC in the matter of
initiating County Road Project designated as CRP No. 0 1 -23 be passed. The
motion carried.
The Commissioners approved the Request for Transfer of Funds in the
Miscellaneous General Government Department in the amount of $984 be
passed. The motion carried.
4q, t /i The Commissioners received the resignation of Duane Marcusen from
the Board of Equalization.
As there was no further business to come before the Board the session
was adjourned until April 30, 2001.
