COMMISSIONERS' PROCEEDINGS
Week of April 2, 2001
The Grant County Commissioners session was called to order at 9:00
a.m. with all of the Commissioners in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding
session as written.
The Commissioners approved out of state travel for Undersheriff
Michael Shay and Chief Deputy Dave Ponozzo to travel to Arizona for an
extradition.
The Commissioners signed the Bylaws of the New Hope Domestic
Violence and Sexual Assault Services Management Team.
The Commissioners approved the budget extension requested by the
Human Resources Department for office furnishings.
/The Commissioners approved the request by the Sheriffs Office to
purchase one restraint chair at the cost of $1,258, from Law and Justice
Funds.
/ ,/..'-5/.`The Commissioners approved the Warrants List 4121731 through
# 122362 for the March payroll.
/ '-:)-') i i As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 3/30/01 in the
total amount of $70,939.36.
}. As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 4/2/01 in the
total amount of $418,684.66.
I') A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -51 -CC adopting the
WA -CERT recommended priority listing be passed. The motion carried.
„ 4' The Commissioners signed the Public Works Payroll Journal for the
month of March in the amount of $304,459.18.
':, ;,The Commissioners appointed Helen Fancher to a position on the
Grant County Board of Equalization.
i -/.1.,/(.A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -52 -CC proclaiming
April 8-14 as Sexual Assault Awareness into Action Week be passed. The
motion carried.
A motion was made by Commissioner Moore, seconded by
Commissioner Snead that Resolution Number 2001 -53 -CC relating to the
transfer of funds within the 2001 budget of the Cumulative Reserve Fund
4105, Department #147 in the amount of $18,800 be passed. The motion
carried.
As there was no further business to come before the Board the session
was continued until April 3, 2001.
April 3, 2001
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Interim Public Works Director
regarding Local Agency Agreement Supplement: 8 -SE Rd. (Warden limits
to Adams County, 12 -SE Rd. (SR 262 at Adams County), Contract
Execution: 11 -SW Rd. (Adams Rd. to G -SW) CRP 0 1- 12 between Grant
County and Central Washington Asphalt, Inc., Cell phone request, Park and
Ride repair -burned vehicle, Westshore Drive utility/street repair update,
10:30 Bid Opening -Water Pump w/Trailer, 10:30 Bid Opening -Bituminous
Materials for the 2001 season, Gravel to BST program update, Discussion on
surplus materials, i.e. bridge members, fuel storage.
2 The Commissioners signed the Public Works Claims Fund Voucher
Approval #3-1 through #3-2 in the total amount of $23,188.97.
The Commissioners held a bid opening for Water Pump with trailer.
A motion was made by Commissioner Moore, seconded by Commissioner
Snead to refer the bids to the Public Works Department for their review and
recommendation. The motion carried.
The Commissioners held a bid opening for Bituminous Materials. A
motion was made by Commissioner Snead, seconded by Commissioner
Moore to refer the bids to the Public Works Department for their review and
recommendation. The motion carried.
The Commissioners signed a contract with Central Washington
Asphalt, Inc. for the 11 -SW Rd. project.
The Commissioners signed the Request for Transfer of Funds in the
Capital Expenditures budget for the Human Resources Department -Project
# 124 in the amount of $750 for additional cost of furniture.
The Commissioners approved the salary increase of Darlene Holman
of District Court to $2,003 per month, effective April 1, 2001.
The Commissioners approved the salary increase of Debbie Gonzalez
of District Court to $2,003 per month, effective April 1, 2001.
Commissioners approved the salary increase of Corrections
Officer Derek Jay to 100% of Step Level 1.
�a=a=The Commissioners approved the salary increase of Greg Knutson to
the position of Corrections Sergeant effective April 1, 2001.
i za The Commissioners approved the salary increase of Mark Sherwood
of the Sheriff's Office to 95% of Step Level 3 Deputy.
-,, "iThe Commissioners approved the salary increase of Joe Wester of the
Sheriff's Office to 95% of Step Level 3 Deputy.
/�;- •� 7 The Commissioners approved the salary of Mark Houtchens for the
position of Corrections Officer at 85% of Corrections Officer Step Level 1.
10 The Commissioners approved the salary of Jesse Valdez for the
position of Corrections Office at 85% of Corrections Officer Step Level 1.
The Commissioners received the resignation of Herb Snelgrove as a
member of the Board of Equalization.
s; s_A Public Hearing was held regarding a proposed Ordinance to amend
Chapter 8.36 of the Grant County Code, regarding burning in the Moses
Lake Sand Dunes on major holiday weekends. After hearing concerns from
citizens a motion was made by Commissioner Snead, seconded by
Commissioner Moore that Ordinance Number 2001 -54 -CC amending
Chapter 8.36 of the Grant County Code, regulating burning in the Moses
Lake Sand Dunes area on a year round basis be passed. The motion carried.
As there was no further business to come before the Board the session
was adjourned until April 9, 2001.
