Week of November 18, 2002
The Grant County Commissioners session was called to order at 9:00
a.m. by Chairman Tim Snead. Commissioner Allison was in attendance
with the Clerk of the Board. Commissioner Moore was out of the office.
The Commissioners read and approved the minutes of the preceding
session as written.
'q49' 5 The Commissioners notified all departments that Orvella Fields will
begin working in the Commissioners Office as Administrative
Assistant/Clerk of the Board effective December 9, 2002.
/v.VL- The Commissioners were notified that Warren Swanson has accepted
the position of Juvenile Court and Youth Services Administrator effective
immediately.
Chairman Snead was authorized to sign the first amendment to the
Interlocal Agreement between the City of Moses Lake and the City of
Othello regarding a combined police tactical response team adding the Grant
County Sheriff's Office to the Tactical Response Team.
«a� The Commissioners approved the request by Fairgrounds Manager
Allen D. Holman to attend the International Association of Fairs and
Expositions Conference December I, through December 5.
The Commissioners received a fully executed original of WSDOT
Contract DP00619 with the Washington State Department of Transportation.
As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 11/18/02 in
the total amount of $1,055,919.63.
1 0 (i?l The Commissioners approved the request for Transfer of Funds in the
Sheriff's Office in the amount of $6,555 for the purchase of a commercial
mixer for the jail.
As there was no further business to come before the Board the session
was continued until November 19, 2002.
November 19, 2002
The session was continued at 9:00 a.m. with Chairman Snead and
Commissioner Allison in attendance with the Clerk of the Board.
lU�-(`l The Commissioners received a Summons and Complaint from Gary
Evans. The matter was referred to the Prosecuting Attorney for handling.
/q,i�j>A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2002 -180 -CC regarding
donation of sick leave for an employee in the Grant Mental Healthcare
Department be passed. The motion carried.
The Commissioners held a Public Hearing regarding the Minor Zone
Change from Rural Remote to Rural Freeway Commercial in Section 28,
Township 18N., Range 23 E.M.W. requested by Ron Palelek. After due
consideration a motion was made by Commissioner Allison, seconded by
Commissioner Snead to uphold the Planning Commission recommendation
for approval with findings of fact as provided. The motion carried.
1UUU �4' Chairman Snead was authorized to sign approval of the Notice of
Liquor License Application from Zeb's LLC in Royal City.
1y �1 � 1 -The Commissioners held a Public Hearing and a motion was made by
Commissioner Allison, seconded by Commissioner Snead that Resolution
Number 2002 -181 -CC relating to the supplemental extension in the 2002
budget of the Current Expense fund #001, Sheriff's Department #114 due to
unanticipated State and/or federal funds in the amount of $3,000 be passed.
The motion carried.
The Commissioners met with the Public Works Director regarding
authorization to Bid -Landfill Truck Scale, GRID 2001 -2 -Final Assessment
Roll, Public Works Organizational Chart, Personnel -Phil Slaugh, Solid
Waste/Wes Smith, Engineering/Road Dist.#3, Truck Drivers, Tom Hanson
(Royal), John Heston (Quincy), Urban Area Designations, Dedication
Awards, Budget Draft.
/�I U 1<? -1 The Commissioners signed the Authorization to Call for Bids on SW
Equipment Contract 2002-02, Landfill Truck Scale. Bids to be opened
December 3, 2002 at 2:00 p.m.
0 0 V The Commissioners held a Closed Record Public Hearing on the
Palmer Minor Zone Change from Rural Urban Reserve to Rural Freeway
Commercial in Section 33, Township 19 N., Range 29 E.W.M., further
described as a portion of Farm Unit 136, Block 41, Columbia Basin
Irrigation Project. The Commissioners received a letter from Nicholas L.
Wallace, attorney for the Palmers requesting that the matter be continued. A
motion was made by Commissioner Allison, seconded by Commissioner
Snead to continue to December 9, 2002 at 1:30 p.m. The motion carried.
The Commissioners re -appointed Robert J. Schrom to a further term
on the Grant County Housing Authority.
144/ The Commissioners approved the request by the Treasurer to increase
the salary of Susan Ramaker to 100% base salary level of Deputy Treasurer
III effective November 1, 2002.
As there was no further business to come before the Board the session
was continued until November 20, 2002.
November 20, 2002
The session was continued at 9:00 a.m. with Chairman Snead and
Commissioner Allison in attendance with the Clerk of the Board.
The Commissioners approved the salary decrease of Mark Mann of
the Sheriff's Office to $3,679.53 per month effective November 20, 2002
due to a political re -assignment.
1, 1 U 0,- The Commissioners approved the Request for Transfer of Funds in the
Prosecuting Attorney's Office in the amount of $3,000 for office furniture.
As there was no further business to come before the Board the session
was adjourned until November 21, 2002.
November 21, 2002
The session was continued at 3:00 p.m. with Chairman Snead and
Commissioner Allison in attendance with the Clerk of the Board.
1z4elr (� �The Commissioners approved the starting salary of Vicky St. Mary of
the District Court Office at $1,551.20 per month effective November 15,
2002.
i) The Commissioners approved the starting salary of Mayra L. Ruiz of
the District Court Office at $1,482.40 per month effective November 15,
2002.
The Commissioners approved the salary increase of Korrina Keil of
the Juvenile Department to $1,169.50 per month.
As there was no further business to come before the Board the session
was adjourned until November 25, 2001
