All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. (�J y 4 r `/ The Commissioners held a Public Hearing regarding the Minor Zone Change Request by Sun Canyon, Inc. of 809 acres from Rural Remote and Rural Residential -1 to Master Planned Resort. After due consideration a motion was made by Commissioner Allison, seconded by Commissioner Moore to uphold the Planning Commission recommendation for approval, with the findings of fact as provided. The motion carried. i't'l,.-r)The Commissioners approved the request by the Building and Fire Marshall Department for the purchase of a new vehicle. ,l,.i The Commissioners met with the Public Works Director regarding Notice of Hearing -Speed Limit Resolution, Resolution -Jurisdiction Transfer/Dept. of Natural Resources, HHW, Invoice from Fairgrounds, Annual Road Program Updated Draft, Budget, Scale Bid Plan, RAP Meeting Luncheon. ,i F^1 The Commissioners signed the Public Works Claims Fund Voucher Approval No. 1 l-1 through No. 11/157 in the total amount of $1,080,245.87. I"/ A motion was made by Commissioner Moore, seconded by Commissioner Allison that Resolution Number 2002 -176 -CC setting a Public Hearing for December 3, 2002 at 1:30 p.m. in the matter of modifying certain sections of Chapter 11.04 of the Grant County Code entitled "Maximum Speed Limits" be passed. The motion carried. 7"1 The Commissioners approved out of state travel for Reserve Deputy Robin Rutty and Reserve Deputy Colleen Culpepper to travel to Fresno, California for an extradition. ly y q (. zl As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/12/02 in the total amount of $566,315.23. i(�The Commissioners signed a Consultant Services Agreement for the provision of employee medical benefits with Marsh Advantage America. ' s �-Chairman Snead was authorized to sign an Agreement between Grant County, the State of Washington, and hnageSource, Inc. regarding implementation of a county -wide electronic document management system. 7�f� 4k 7 A Public Hearing was held, and a motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 2002- 177 -CC relating to a supplemental extension in the 2002 budget of the Grants Administration Fund #190 in the amount of $75,000 due to unanticipated state and/or federal funds be passed. The motion carried. / 1(i v (n ) A Public Hearing was held, and a motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 2002- 178 -CC relating to a supplemental extension in the 2002 budget of the L.L. E.B.G. fund 4123, Department #165 in the amount of $29,524 due to unanticipated state and/or federal funds be passed. The motion carried. As there was no further business to come before the Board the session was continued until November 13, 2002. November 13, 2002 The session was continued at 9:00 a.m. with Chairman Snead and Commissioner Allison in attendance with the Clerk of the Board. Commissioner Moore was out of the office. v(1 �-'i The Commissioners received a Claim for Damages from Colleen R. Bonnington. The matter was referred to the Prosecuting Attorney for handling. ;w, 7,) A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 2002 -179 -CC in the matter of unredeemed warrants be passed. The motion carried. As there was no further business the session was continued until November 14, 2002. As there was no further business to come before the Board the session was continued until November 15, 2002. November 15, 2002 The session was continued at 1:00 p.m. with Chairman Snead and Commissioner Allison in attendance with the Clerk of the Board. < <1 ),�, The Commissioners approved the request for sick leave donations for an employee in the Mental Healthcare office who is suffering from a serious illness. ,, i /', The Commissioners approved the salary increase of Katherine E. Dray of the Assessors Office to $2,243 per month. /,'U'V 7/ The Commissioners approved the recommendation of the HR office and allowed the waiving of the 6 month waiting period for benefits for Ken Kernan and his wife. f i ' / / r' The Commissioners approved the salary increase of Aaron Seabright of the Sheriff's Office to $2,623.17. i q qct 7U The Commissioners approved the salary increase of Brian Rogers of the Sheriff's Office to $2,761.24. (4144 77 The Commissioners approved the salary increase of Kim Newland of the Sheriff's Office to $2,816.46. 144 _4 The Commissioners approved the salary increase of Frank DeTrolio of the Sheriff s Office to $5,398 per month effective November 20, 2002. As there was no further business to come before the Board the session was adjourned until November 18, 2002.
