Week of May 20, 2002
The Grant County Commissioners session was called to order at 9:00
a.m. with all of the Commissioners in attendance with the Clerk of the
Board.
The Commissioners read and approved the minutes of the preceding
session as written.
The Commissioners approved the salary increase of Corrections
Officer Maria Razey of the Sheriff s Office to $2,711.24.
Commissioners approved the salary increase of Corrections
Officer Brian Rogers of the Sheriffs Office to $2,575.67.
y .'!- .6The Commissioners approved out of state travel for Detective Alan
Key to travel to Oregon for training.
: fhe Commissioners approved the salary increase of Pam Johnson of
the Grant County PARC to $2,357 per month.
/-." i/- ,The Commissioners approved the request by the Juvenile Department
for a budget extension in the amount of $4,800 for the purpose of sponsoring
The Seven Challenges Curriculum Workshop.
/-,Xhairman Snead was authorized to sign approval of the amended
Liquor License of Sunbank Resort.
-. �?i7The Commissioners received a Claim for Damages from Paul Heath.
The matter was referred to the Prosecuting Attorney for handling.
"V / 4 The Commissioners signed a Contract with Washington Dental
Service.
/4 ' `I As of this date the Board by a majority vote does approve for payment
those vouchers included in the list filed in the Auditors Office 5/20/02 in the
total amount of $1,279,568.14.
/.; -', /,/1"A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2002 -75 -CC honoring Bob
Skidmore be passed. The motion carried.
As there was no further business to come before the Board the session
was continued until May 21, 2002.
May 21, 2002
The session was continued at 9:00 a.m. with Chairman Snead and
Commissioner Allison in attendance. Commissioner Moore was in later in
the day.
'"'The Commissioners met with the Public Works Director regarding
10:30 a.m. Bid Opening-26-SW/28-SW Roads, Request for Reimbursable
Work -Coulee City, Request for Reimbursable Work -City of Soap Lake (2),
Initiating County Road Project -24.7/T.6 -SW Roads, Brenda of the Building
Department, HHW Results, and Sunland Estates.
/// A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2002 -76 -CC in the matter of
initiating County Road Project designated as CRP No. 02-24 be passed. The
motion carried.
"�/</.),The Commissioners signed approval of the Request to the County
Road Department for Reimbursable Work requested by the Town of Coulee
City.
1 11'The Commissioners signed approval of the two Requests to the
County Road Department for Reimbursable Work requested by the City of
Soap Lake.
/! / The Commissioners held a bid opening on 26 -SW Road and 28 -SW
Road. A motion was made by Commissioner Allison, seconded by
Commissioner Snead to refer the bids to Public Works for their review and
recommendation. The motion carried.
Jy /,I ) The Commissioners signed the Contract with North Central
Construction, Inc. on the Q NE Road project.
The Commissioners approved the request by the Sheriffs Office for
the purchase of a time-lapse video.
-* ' The Commissioners received a Petition for Review to the Growth
Management Hearings Board from the City of Moses Lake. The matter was
referred to the Prosecuting Attorney for handling.
` The Commissioners approved the recommendation of the Public
Works Director and awarded the bid for 26 -SW Rd. & 28 -SW Rd. to J & K
Earthworks, LLC of Wenatchee.
As there was no further business to come before the Board the session
was continued until May 22, 2002.

The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
;',/1-,,,x The Commissioners held a continuation of the Public Hearing on
revised Rural Areas of Intense Development (RAIDS). After taking public
testimony a motion was made by Commissioner Moore, seconded by
Commissioner Allison to close the Public Comment on the General Area.
The motion carried. A motion was made by Commissioner Allison,
seconded by Commissioner Moore to adopt Ordinance No. 2002 -77 -CC
relating to the Rescission of Interim Ordinance No. 2002 -47 -CC and
Adoption of Interim Official Controls identifying Interim RAID Boundaries
in the Rural Community (RC), Agriculture Service Center (ASC),
Recreational Development (RD), Rural Village (RV), Shoreline
Development I (SDI), Shoreline Development 2 (SD2), Shoreline
Development 3 (SD3), Shoreline Development 4 (SD4), Rural General
Commercial (RGC), Rural Neighborhood Commercial (RNC), Rural
Freeway Commercial (RFC), Rural Recreational Commercial (RRC), Rural
Light Industrial (RLI), and Rural Heavy Industrial (RHI), zoning districts,
with referenced mapping submitted, and other matters properly relating
thereto. The motion carried.
The Commissioners then considered the Wheeler Area and a motion
was made by Commissioner Moore, seconded by Commissioner Allison to
close the Public Comment on the Wheeler Area. A motion was made by
Commissioner Moore, seconded by Commissioner Allison to adopt
Ordinance Number 2002 -78 -CC, an Ordinance Relating to the Rescission of
Interim Ordinance No. 2002 -47 -CC and Adoption of Interim Official
Controls identifying Interim RAID Boundaries in the Rural Community
(RC), Agriculture Service Center (ASC), Recreational Development (RD),
Rural Village (RV), Shoreline Development I (SDI), Shoreline
Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline
Development 4 (SD4), Rural General Commercial (RGC), Rural
Neighborhood Commercial (RNC), Rural Freeway Commercial (RFC),
Rural Recreational Commercial (RRC), Rural Light Industrial (RLI), and
Rural Heavy Industrial (RHI), zoning districts, with mapping submitted, and
other matters properly relating thereto. The motion carried.
The Commissioners then considered the Stratford Road Area and a
motion was made by Commissioner Moore, seconded by Commissioner
Allison to close the public comment. The motion carried. A motion was
made by Commissioner Moore, seconded by Commissioner Allison to adopt
Ordinance Number 2002 -79 -CC relating to the Rescission of Interim
Ordinance No. 2002 -47 -CC and Adoption of Interim Official Controls
identifying Interim RAID Boundaries in the Rural Community (RC),
Agriculture Service Center (ASC), Recreational Development (RD), Rural
Village (RV), Shoreline Development 1 (SDI), Shoreline Development 2
(SD2), Shoreline Development 3 (SD3), Shoreline Development 4 (SD4),
Rural General Commercial (RGC), Rural Neighborhood Commercial
(RNC), Rural Freeway Commercial (RFC), Rural Recreational Commercial
(RRC), Rural Light Industrial (RLI), and Rural Heavy Industrial (RHI),
zoning districts, with referenced mapping submitted, and other matters
properly relating thereto. The motion carried.

motion was made by Commissioner Allison, seconded by Commissioner
Moore to close the Public Comment. The motion carried. A motion was

Ordinance Number 2002 -80 -CC relating to the Rescission of Interim
Ordinance No. 2002 -47 -CC and Adoption of Interim Official Controls
identifying Interim RAID Boundaries in the Rural Community (RC),
Agriculture Service Center (ASC), Recreational Development (RD, Rural
Village (RV), Shoreline Development 1 (SDI), Shoreline Development 2
(SD2), Shoreline Development 3 (SD3), Shoreline Development 4 (SD4),
Rural General Commercial (RGC), Rural Neighborhood Commercial
(RNC), Rural Freeway Commercial (RFC), Rural Recreational Commercial
(RRC), Rural Light Industrial (RLI), and Rural Heavy Industrial (RHI),
zoning districts, with referenced mapping submitted, and other matters
properly relating thereto. The motion carried.
The Commissioners then considered the Mae Valley Shoreline Area,
and a motion was made by Commissioner Moore, seconded by
Commissioner Allison to close the Public Comment. The motion carried. A
motion was made by Commissioner Moore, seconded by Commissioner
Allison to adopt Ordinance Number 2002 -81 -CC relating to the Rescission
of Interim Ordinance No. 2002 -47 -CC and Adoption of Interim Official
Controls identifying Interim RAID Boundaries in the Rural Community
(RC), Agriculture Service Center (ASC), Recreational Development (RD),
Rural Village (RV), Shoreline Development I (SDI), Shoreline
Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline
Development 4 (SD4), Rural General Commercial (RGC), Rural
Neighborhood Commercial (RNC), Rural Freeway Commercial (RFC),
Rural Recreational Commercial (RRC), Rural Light Industrial (RLI), and
Rural Heavy Industrial (RHI), zoning districts, with referenced mapping
submitted, and other matters properly relating thereto. The motion carried.
. The Commissioners then considered the Soap Lake Area, and a
motion was made by Commissioner Moore, seconded by Commissioner
Allison that the Public Comment period be closed. The motion carried. A
motion was made by Commissioner Moore, seconded by Commissioner
Allison to adopt Ordinance Number 2002 -82 -CC relating to the Rescission
of Interim Ordinance No. 2002 -47 -CC and Adoption of Interim Official
Controls identifying Interim RAID Boundaries in the Rural Community
(RC), Agriculture Service Center (ASC), Recreational Development (RD),
Rural Village (RV), Shoreline Development 1 (SDI), Shoreline
Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline
Development 4(SD4), Rural General Commercial (RGC), Rural
Neighborhood Commercial (RNC), Rural Freeway Commercial (RFC),
Rural Recreational Commercial (RRC), Rural Light Industrial (RLI), and
Rural Heavy Industrial (RHI), zoning districts, with referenced mapping
submitted, and other matters properly relating thereto. The motion carried.
The Commissioners then considered the Ephrata Area, and a motion
was made by Commissioner Allison, seconded by Commissioner Moore that
the Public Comment period be closed. The motion carried. A motion was
made by Commissioner Moore, seconded by Commissioner Allison to adopt
Ordinance Number 2002 -83 -CC relating to the Rescission of Interim
Ordinance No. 2002 -47 -CC and Adoption of Interim Official Controls
identifying Interim RAID Boundaries in the Rural Community (RC),
Agriculture Service Center (ASC), Recreational Development (RD), Rural
Village (RV), Shoreline Development 1 (SDI), Shoreline Development 2
(SD2), Shoreline Development 3(SD3), Shoreline Development 4 (SD4),
Rural General Commercial (RGC), Rural Neighborhood Commercial
(RNC), Rural Freeway Commercial (RFC), Rural Recreational Commercial
(RRC), Rural Light Industrial (RLI), and Rural Heavy Industrial (RHI),
zoning districts, with referenced mapping submitted, and other matters
properly relating thereto. The motion carried.
% 14he Commissioners then considered the Ridgeview Estates Rural
Community and a motion was made by Commissioner Moore, seconded by
Commissioner Allison that the Public Comment period be closed. The
motion carried. A motion was made by Commissioner Allison, seconded by
Commissioner Moore to adopt Resolution Number 2002 -84 -CC relating to
the Rescission of Interim Ordinance No. 2002 -47 -CC and Adoption of
Interim Official Controls identifying Interim RAID Boundaries in the Rural
Community (RC), Agriculture Service Center (ASC), Recreational
Development (RD), Rural Village (RV), Shoreline Development 1 (SDI),
Shoreline Development 2 (SD2), Shoreline Development 3 (SD3), Shoreline
Development 4 (SD4), Rural General Commercial (RGC), Rural
Neighborhood Commercial (RNC), Rural Freeway Commercial (RFC),
Rural Recreational Commercial (RRC), Rural Light Industrial (RLI), and
Rural Heavy Industrial (RHI), zoning districts, with referenced mapping
submitted, and other matters properly relating thereto. The motion carried.
7 The Commissioners then considered the Gorge Recreational
Development area. Carol Bryan made a request to expand the boundaries to
include the parcels to the SW and West. Bill Parsons stated he supported the
Bryans position. A motion was made by Commissioner Moore, seconded by
Commissioner Allison to close the Public Comment period. The motion
carried. After some discussion by the Commissioners a motion was made by
Commissioner Allison, seconded by Commissioner Snead to adopt
Ordinance No. 2002 -85 -CC relating to the Rescission of Interim Ordinance
No. 2002 -47 -CC and Adoption of Interim Official Controls identifying
Interim RAID Boundaries in the Rural Community (RC), Agriculture
Service Center (ASC), Recreational Development (RD), Rural Village (RV),
Shoreline Development 1 (SDI), Shoreline Development 2 (SD2), Shoreline
Development 3 (SD3), Shoreline Development 4 (SD4), Rural General
Commercial (RGC), Rural Neighborhood Commercial (RNC), Rural
Freeway Commercial (RFC), Rural Recreational Commercial (RRC), Rural
Light Industrial (RLI), and Rural Heavy Industrial (RHI), zoning districts,
for the Gorge Recreational Area with the Bryans request and the area north
of Road 1 NW by the campground area to be included, with referenced
mapping submitted, and other matters properly relating thereto.
Commissioner Moore was opposed. The motion carried.
As there was no further business to come before the Board the session
was adjourned until May 28, 2002.
