Week of March 11, 2002
The Grant County Commissioners session was called to order at 9:00
a.m. with Commissioner Allison and Commissioner Moore in attendance
with the Clerk of the Board. Commissioner Snead was attending meetings
out of the office.
The Commissioners read and approved the minutes of the preceding
session as written.
14 3 / yj/ The Commissioners approved the starting salary of Carlos E. Garay of
the District Court Office at $1477.60 per month effective February 26, 2002.
Chairman Snead was authorized to sign approval of the Special
Occasion Liquor License of Desert Aire Men's Golf Club.
The Commissioners approved the starting salary of Hazel R. Grant of
the Juvenile Department at $6.90 per hour.
The Commissioners approved the request by the Grant County
Fairgrounds to make Vicky Chase a regular employee.
N �/../h The Commissioners received a claim for damages from Virginia
Alcaraz. The matter was referred to the Prosecuting Attorney for handling.
the GThe Commissioners approved the salary increase of Marilyn Wilm of

/y 7GCThe Commissioners approved the recommendation of the Public
Works Director and awarded the bid for I -SW Road Reconstruction to
Selland Construction, Inc. in the amount of $135,405.

those vouchers filed in the Auditors Office 2/28/02 in the total amount of
$34,856.89.
As of this date the Board by a majority vote does approve for payment
/those vouchers filed in the Auditors Office 3/5/02 in the total amount of
$902,493.42.
""The Commissioners Commissioners approved the contract award for the Royal Slope
Shop to S.G. Morin & Son, Inc. in the amount of $1,869,413.70.
The Commissioners approved the recommendation of the Public
Works Director and awarded the contract for professional services for
household hazardous waste to MSE Environmental.
The Commissioners received the Quit Claim Deed from the City of
Moses Lake for the vacated portion of Juniper Drive.
The Commissioners approved the request by the Superior Court
Judges for a salary increase for Court Commissioner Suzanne Seburn to
$53,654 effective January, 2002.
783707 The Commissioners approved the salary increase of Corrections
Officer Lance Urwin to $2,711.24.
<f; ia�' The Commissioners approved the salary increase of LeAnne Symonds
Of the Clerks Office to $2,217 per month.
1413 -11'% The Commissioners approved the salary increase of Shareen E.
Laughlin of the Juvenile Department to $2,263 per month.
The Commissioners set a Public Hearing for April 1, 2002 at 1:00
p.m. regarding the Supplemental budget extension for the D.D. Residential
Fund 4125, Department #167 in the amount of $9,576 from unanticipated
state/federal funds.
�•y. /i/ The Commissioners held a Public Hearing and a motion was made by
Commissioner Allison, seconded by Commissioner Moore that Resolution
Number 2002 -36 -CC relating to a supplemental extension in the 2002
budget of the Domestic Violence Fund #128, Department #170 in the total
amount of $5,000 be passed. The motion carried.
t�/--The Commissioners held a Public Hearing regarding the Juanita
Longacre request for the subdivision of a 40 acre parcel into eight, 5 -acre
lots in the Rural Residential -1 zone. The proposal is located in the
Northwest quarter of the Northeast quarter of Section 27, Township 22 N.,
Range 27 E., W.M. A motion was made by Commissioner Allison,
seconded by Commissioner Moore to approve the proposal with the 11
conditions and staff to write up findings. The motion carried.
7/>A motion was made by Commissioner Moore, seconded by
Commissioner Allison that Resolution Number 2002 -37 -CC in the matter of
temporarily closing a portion of Nelson Road lying between Hamilton Road
and Admiral Road a distance of 0.19 miles be passed. The motion carried.
The Commissioners approved a request by the Sheriff's Office for a
budget extension for Project 210, the medium security facility in the amount
of $14,900.
The Commissioners approved the salary increase of Randi L. Herrin
of the Juvenile Department to $2,339 per month.

those vouchers filed in the Auditors Office 3/11/02 in the total amount of
$778,136.21.
/37,7 The Commissioners approved the Public Works Claims Fund Voucher
Approval #3-1 through #3-202 in the total amount of $983,941.59.
iy_3'1/,f The Commissioners notified all departments of a change to its policy
regarding meal reimbursement based on a recommendation from the Office
of the State Auditor.
72a', 7,:' The Commissioners received a signed copy of the Interagency
Agreement between the State of Washington, Employment Security
Department/Corrections Clearinghouse and the Grant County Sheriff's
Office.
/y,'7.)nThe Commissioners signed an Interlocal Agreement for the provision
of Dog Control Services with the Town of Coulee City.
The Commissioners approved four updated and modified policies to
meet changes in Washington Administrative Code (WAC), for the
Directions in Community Living Program.
l4,,7,0,A motion was made by Commissioner Allison, seconded by
Commissioner Moore that Resolution Number 2002 -38 -CC honoring the
Ephrata High School Boys Basketball Team be passed. The motion carried.

Commissioner Allison that Resolution Number 2002 -39 -CC in the matter of
unredeemed warrants be passed. The motion carried.
p4.)74Jhe Commissioners held a Public Hearing regarding the Ralph and
Josephine Bacon request for a re -plat of lots 324 and 325 of Desert Aire 41.
A motion was made by Commissioner Allison, seconded by Commissioner
Moore that Resolution Number 2002 -40 -CC upholding the Planning
Commission approval with findings and conditions as provided be passed.
The motion carried.
As there was no further business to come before the Board the session
was continued until March 12, 2002.
March 12, 2002
The session was continued at 9:00 a.m. with all of the Commissioners
in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding
10:45 Bid Opening -Fuel Purchases, 10:50 Bid Opening -Asphalt Sealant
Materials, Authorization to Call for Bids -6 -NE Rod (N -NE to O -Ne),
Authorization to Call for Bids -Asphalt Hauling & Dispatch Services -2002,
Authorization to Call for Bids -Liquid Asphalt MC250 & MC800-2002, No
Award Recommendation -Solid Waste Irrigation System, Authorization to
Call for Bids -Ephrata Landfill Irrigation system, Authorization to Call for
Bids -Crack Sealing Services -2002, Execution of Contract -Freedom Truck
Centers, Award Letter-HHW Collection Services, Radio Contract Award,
Increasing Capitalization Limit/GASB-34, Career Awareness/Information
Program -Mari Cardwell.
i/, /.z_)The Commissioners approved the recommendation by the Public
Works Director to reject the single bid on the Solid Waste Irrigation System
and re -advertise the project.
/%1"'),))/The Commissioners held a bid opening on fuel purchases and a
motion was made by Commissioner Moore, seconded by Commissioner
Snead that the bids be referred to Public Works for their review and
recommendation. The motion carried.
.3 The Commissioners held a bid opening on Asphalt Sealant Materials.
A motion was made by Commissioner Moore, seconded by Commissioner
Allison to refer the bids to Public Works for their review and
recommendation. The motion carried.
The Commissioners signed the Authorization to Call for Bids for the
Ephrata Landfill Irrigation System. The bids will be opened March 26, 2002
at 11:20 a.m.
r The Commissioners signed the Authorization to Call for Bids for the
MC250 & MC800 Liquid Asphalt -2002. The bids will be opened March 26,
2002 at 11:10 a.m.
s -_7t: The Commissioners signed the Authorization to Call for Bids for
Asphalt Hauling and Dispatch Services -2002. The bids will be opened
March 26, 2002 at 10:50 a.m.
t,% j / The Commissioners signed the Authorization to Call for Bids for 6 -
NE Rd. (N -NE to O -NE). The bids will be opened March 26, 2002 at 10:40
a.m.
Commissioners signed the Authorization to Call for Bids for
Crack Sealing Services -2002. The bids will be opened March 26, 2002 at
11:30 a.m.
,:37.�3The Commissioners signed a Contract with Freedom Truck Centers,
Inc. for Equipment Contract 2002-07.
i'��A /;yThe Commissioners upheld the recommendation of the Public Works
Director regarding the Radio Contract Award. Item 1 was awarded to Day
Wireless Systems, Item 2 was awarded to Spectrum Communications, Inc.,
Item 3 was awarded to Spectrum Communications, Inc. Item 4 was awarded
to Day Wireless Systems.
The Commissioners approved the request by the Prosecuting Attorney
to pay for office equipment and lap -top computers from the Capital Outlay
budget.
The Commissioners approved the request by the Treasurer for a salary
increase for Susie Mora to $2,391 since she has successfully completed her
six month probation for her new position.
7The Commissioners held a Public Hearing regarding the Richard
Littleton request for a Preliminary Long Plat to allow the subdivision of 8
lots consisting of 4.85 acres each on approximately 39.71 acres. A motion
was made by Commissioner Allison, seconded by Commissioner Moore to
uphold the Planning Commission recommendation with conditions and
findings as provided. The motion carried.
tg"7.3Y The Commissioners held a Public Hearing regarding the re -adoption
and extension of Ordinance No. 2001 -49 -CC and Ordinance 2001 -158 -CC
temporarily amending the residential development densities in Rural
Residential 2, Rural Residential 3, Rural Community, Agriculture Service
Center, Shoreline Development 1, 2, 3, 4, and prohibiting non-agricultural
industrial development and Rural Neighborhood Commercial, Rural Light
Industrial, and Rural Heavy Industrial, Rural Community, Agriculture
Service Center, Recreational Development, Shoreline Development 1, 2,3,4,
zoning districts, and other matters properly relating thereto. A motion was
made by Commissioner Allison, seconded by Commissioner Moore to
continue the hearing until March 27 at 2:30 p.m. The motion carried.
/The Commissioners approved the salary increase of Esmeralda
Hernandez of the District Court Department to $1,847 per month.
/z, - 7T dA motion was made by Commissioner Allison, seconded by
Commissioner Moore that Resolution Number 2002 -41 -CC in the matter of
approving a Preliminary Plat of 40 acres into eight, five acre lots requested
by Juanita Longacre be passed. The motion carried.
Chairman Snead was authorized to sign the Order for resale of tax title
property requested by Robert Pachosa.

Commissioner Snead that Resolution Number 2002 -42 -CC honoring the Big
Bend Community College Vikings for placing second in the NWAACC
Championship be passed. The motion carried.
37y-�A motion was made by Commissioner Allison, seconded by
Commissioner Snead that Resolution Number 2002 -43 -CC honoring the Big
Bend Lady Vikings for winning the NWAACC Championship be passed.
The motion carried.
As there was no further business to come before the Board the session
was adjourned until March 18, 2002.
