HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (038)J COMMISSIONERS' PROCEEDINGS Week of January 7, 2002 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners signed a Traffic Management Agreement between Grant County and Public Utility District No. 2 regarding the Priest Rapids Dam. The Commissioners were notified by Sharon Kiehn, Executive Director of Grant Mental Healthcare that after review by Integrus Architecture, Vern Cummings and herself, they recommended that the bid for the Grant Mental Healthcare Facility in Moses Lake should be awarded to the PBI Construction, Inc. of Spokane, WA. A motion was made by Commissioner Allison, seconded by Commissioner Moore that Chairman Tim Snead be authorized to sign the Agreement between Grant County and PBI Construction, Inc. The motion carried. 7 ,)The Commissioners approved a request from Grant County PARC for a budget extension in the amount of $64,427 for capital outlay. The Commissioners signed the Public Works Claims Fund Voucher Approval #1-1 through #1-143 in the total amount of $343,288.12. The Commissioners received the fully executed contract between Washington State Military Department and Grant County. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 1/07/02 in the total amount of $334,450.07. Commissioners signed the December payroll warrants list # 129454 through # 130092. q 7-1Chairman Snead was authorized to sign the Memorandum of Agreement between Washington State University Cooperative Extension and Grant County. 14--5 lahe Commissioners approved the request of Grant County Mosquito Control District #1 for permission to operate in the airspace over Grant County during the 2002 year within the boundaries of the Grant County Mosquito Control District # 1 for the purpose of mosquito abatement. y7��he Commissioners approved the salary increase of Edward A. Owens of the Prosecuting Attorneys office to 100% of a Deputy Prosecutor IV. The Commissioners approved the starting salary of Thomas J. Cunnane of the Prosecuting Attorney's Office at 100% of a Deputy Prosecutor II. The Commissioners approved out of state travel for Undersheriff Mike Shay to attend the Western States Sheriff's Association annual meeting in February. tia The Commissioners approved the starting salary of Sonya Garza of the District Court Office at $1,477.60 per month. The Commissioners approved the starting salary of Angela J. Cross of the District Court Office at $1,477.60 per month. As there was no further business to come before the Board the session was continued until January 8, 2002. January 8, 2002 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Bid Authorization -Bridge #390, 3 -NW, and Bridge #158, 12 -NE, Bid Authorization -2002 Fuel Purchases, Bid Authorization -Household Hazardous Waste Collection Events, Reimbursable Work -City of Ephrata, Billing from Information Services, Planning -Pacific Rim Ethanol Plant, Desert Aire -Public Works Comments, Letters -Feed Lot Operations, CRAB - Certification of 2002 Road Levy, Resolution Draft -Emergency Load Limitations on County Roads, KULL, TIB-BBCC Parkway Improvement (Chanute). The Commissioners signed approval of the City of Ephrata request for reimbursable work. The Commissioners signed the Authorization to Call for Bids on 2002 fuel purchases. Bid opening to be held February 12, 2002 at 10:30 a.m. The Commissioners signed the Authorization to Call for Bids on Bridge #158, 12 -NE, and Bridge #390, 3 -NW. Bid opening to be held January 29, 2002 at 10:30 a.m. //f,�`//JJ The Commissioners signed the Authorization to Call for Proposal for 6 one -day Household Hazardous Waste Collection Events. Proposal opening date to be January 29, 2002 at 11:30 a.m. �,,Z/'3yy�The Commissioners approved the request by the Sheriffs Office to purchase a shredder from 2002 Law and Justice funds in the amount of $1320. 1y3ye The Commissioners received a signed copy of the contract with Washington Association of Juvenile Court Administrators. /g3�-yU The Commissioners held a Closed Record Public Hearing regarding the request by Marten and Barbara Long for a replat of lots 13 and 14 in Desert Aire #6 to consolidate both lots. A motion was made by Commissioner Allison, seconded by Commissioner Moore that Resolution Number 2002 -1 -CC upholding the Planning Commission recommendation for approval of the Plat Alteration with findings and conditions as provided be passed. The motion carried. The Commissioners held a Closed Record Public Hearing regarding the request by Linda Ries for a Re -plat of lot 135 of Larson Subdivision dividing the lot and an existing duplex into two parcels. A motion was made by Commissioner Moore, seconded by Commissioner Allison that Resolution 2002 -2 -CC upholding the Planning Commission recommendation for approval with findings and conditions as provided be passed. The motion carried. 2,The Commissioners approved out of state travel for Brenda Larsen to attend the National Fire Academy Training on Arson Mitigation and Prevention. W13 The Commissioners received notification from the City of Moses Lake that Chris Blessing will be the city representative to the Grant County Planned Growth Committee, with Ron Covey as an alternate. ���a9yThe Commissioners received notification from the City of Ephrata that Wes Crago will be the city representative to the Grant County Planned Growth Committee, with Bob Dimmitt as an alternate. ,/;a The Commissioners approved the salary of Michelle Slininger of the Juvenile Department at $3,007.80 per month as the Treatment Services Manager. The Commissioners approved the salary increase of George "Jake" Geisinger of the Grant County Fairgrounds to $2,749 per month. ;,,/ W,,; 2 The Commissioners approved the. Investment Policy of Grant County. Commissioners approved the request by the Juvenile Department for the purchase of a new washing machine from their small tools budget. /,',ol/�%q The Commissioners signed the Surplus Property Sale Agreement with Upper Columbia Basin Habitat for Humanity regarding their purchase of a County owned house. As there was no further business to come before the Board the session was continued until January 9, 2002. January 9, 2002 The session was continued at 10:00 a.m. with Chairman Snead and Commissioner Moore in attendance with the Clerk of the Board. Commissioner Allison was out of the area on County business. - The Commissioners approved the salary increase of Theresa Sheets of the Sheriff's Office to $2,353 per month. The Commissioners approved the salary increase of Records Clerk Charity Sainsbury of the Sheriff's Office to $2,353 per month.
