Week of June 9, 2003
The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of
the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the
Board.
The Commissioners approved the minutes of the June 2, 2003, session.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, that

The Commissioners received an Amended Summons on Complaint for Damages from
Sunshine Alexander and Jason Alexander. The matter was referred to the Prosecuting Attorney.
The Commissioners approved the recommendation of Vern Cummings, Facilities
Maintenance Manager, that the bid for new boilers for the heat system in old Courthouse and
Annex be awarded to Apollo, Inc., Kennewick, Washington.
The Commissioners approved the recommendation of Vern Cummings, Facilities
Maintenance Manager, that the bid for carpeting at 1038 W. Ivy Street (previous Grant Mental
Healthcare site) in Moses Lake be awarded to Cost Less Carpet, Moses Lake, Washington.
The Commissioners signed a Proclamation declaring Thursday, June 12, 2003, Chief for
a Day in honor and recognition of children in Grant County facing serious health challenges.
The Commissioners approved the salary, wage, and/or position change as recommended
by Angie Clark, Human Resources Director, for: Ryan K. Rectenwald, Sheriff's Office, and
Shannon Falstad, Auditor's Office.
A motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 03 -078 -CC, Resolution approving the Inland Inter -Modal Industrial Park
Binding Site Plan in a portion of the north half of Section 9 and the northwest quarter of Section
10, Township 20 N Range 24 EWM, Grant County Port District #1, Port District Industrial Park
#4, be passed. The motion carried.
The Commissioners received a Claim for Damages on behalf of Tina Maurer. The matter
was referred to the Prosecuting Attorney.
June 10, 2003
The session was continued at 9:00 a.m. with all of the Commissioners in attendance with
the Clerk of the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $273,487.18, as recorded on a listing and made available to the Board.
As of this date the Board by a majority vote does approve for payment those vouchers as
presented by the Grant County Health District: Payroll, Payroll vouchers #1 — 4, and General
Fund Vouchers #5 — 69, in the amount of $118,189.45, and have been recorded on a listing made
available to the Board.
The Chair of the Board was authorized to sign the State of Washington Invoice Voucher,
Department of Community, Trade and Economic Development, CDBG Contract No.
03-64003-004, Payment Request #5.
The Commissioners signed the Memorandum of Understanding Regarding Trial Period
for Twelve -Hour Shifts between Grant County, Grant County Sheriffs Office, and the Grant
County Deputy Sheriffs Association.
The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public
Works Department, regarding the following: Reimbursable Work Agreement — City of Royal
City; Easement — Department of Energy/Grand Coulee Bell No. 6 Transmission; 2:00 p.m. Bid
Opening— (1) Tailgate Sander; Award Letter—Portable Litter Control Fence; Metal Drive—
October t0, 11, 12, 17, 18, and 19 in Moses Lake/Appliances; HHW Event Totals; Service
Mechanic/Central Shop; Arnold Drive Project; Ridgeview Estates/Parking; and ER&R/Sheriff s
Department Request.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Road Engineer, Public Works Department, regarding the Portable Litter Control Fence, that
contract to be awarded to North Central Washington Fence, Moses Lake, Washington.
The Commissioners held a Bid Opening on (1) Tailgate Sander, Contract 2003-13. A
motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids
to Public Works for their review and recommendation. The motion carried.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Road Engineer, Public Works Department, to complete work for the City of Royal City as
outlined on the Request to The County Road Department for Reimbursable Work.
The Commissioners approved the recommendation of Derek Pohle, PE, Director/County
Road Engineer, Public Works Department, that the Ephrata Landfill Phase 1 Development, be
awarded to B&W Excavation & Logging, Inc., Valley, Washington.
The Commissioners met with Vern Cummings, Facilities Maintenance Manager,
regarding: sidewalk replacement at Mental Health properties; Boiler contract; GEO Compressor
Repair; Carpet contract for previous Grant Mental Healthcare site; Sheriff's Shop; Jail Ceiling;
Night Shift Hours; Juvenile Kitchen remodel; New Hope move; Old Mental Health move;
Building Department move.
The Chair of the Board was authorized to sign the Donald Tucker, Larsen Subdivision
Replat #7, Final Plat Submission and Review, File #03-3533.
The Chair of the Board was authorized to sign the John Heffner, Heffner Short Plat, Final
Plat Submission and Review, File #02-3462.
The Chair of the Board was authorized to sign the Banks Lake Developers, North Shore
Acres #2, Phase #1, Final Plat Submission and Review, File #02-3426.
A Closed Record Public Hearing was held regarding the Jay and Rebecca Haugen plat
alteration/replat and SEPA application. A motion was made by Commissioner Allison, seconded
by Commissioner Snead, to uphold the Planning Commission's unanimous recommendation and
approve the Jay and Rebecca Haugen plat alteration/replat and SEPA application to create two
lots from Lot #190 of Larson Subdivision, with the 14 Conditions of Approval and seven
Findings of Fact. The motion carried.
The Commissioners signed a Proclamation declaring Thursday, June 12, 2003, Highway
17 Corridor Safety Day.
The Commissioners reviewed the documentation regarding the emergency replacement
of heating/air-condition unit for the Grant County Work Release facility.
The Commissioners reviewed three requests from the Sheriff's Office for budget
extensions in order to purchase additional vehicles; one request was approved, and two requests
were not approved.
The Commissioners approved the request from Sharon Kiehn, Executive Director, Grant
Mental Healthcare, to allow a Case Aide to transport a child to Hayden Lake, Idaho, and travel in
an Agency owned vehicle on June 29 and July 6, 2003.
The Commissioners met with Quincy Valley Medical Center and upheld the
recommendation of the Finance Committee to allow the Center up to $800,000 maximum in
registered warrants to continue providing quality medical services needed in the Quincy area.
The Commissioners held a Public Hearing and a motion was made by Commissioner
Allison, seconded by Commissioner Snead, that Resolution Number 03 -079 -CC, relating to a
supplemental extension in the 2003 budget of the Emergency Services Fund #102, Department
#144, due to unanticipated state and/or federal funds, in the amount of $113,403 be passed. The
motion carried.
As there was no further business to come before the Board the session was adjourned
until June 16, 2003.
