Week of May 27, 2003
The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of
the Board, Deborah Moore, with all the Commissioners in attendance with the Clerk of the
Board.
The Commissioners approved the minutes of the May 19, 2003, session.
The Commissioners signed the Public Works Payroll Journal for the month of May,
2003, in the amount of $338,035.62.
The Commissioners met with Derek Pohle, Director/County Road Engineer, Public
Works Department, regarding the following: Authorization to Call for Bids — Equipment
Contract 2003-13 (Tailgate Sander); Reimbursable Work — City of Grant Coulee; Six Year
Transportation Improvement Program 2004-2009; Letterhead; Landfill Award Letter.
The Commissioners set a Public Hearing for June 17, 2003, at 4:00 p.m., Commissioners
Hearing Room, Grant County Courthouse, Ephrata, regarding a request for supplemental/new
budget for Law & Justice Fund #121, Dept. #163, in the amount of $2,400.
As of this date the Board by a majority vote does approve for payment those vouchers
certified by the Director of Public Works and County Road Engineer, and have been recorded on
a listing which has been made available to the Board in the amount of $606,237.39.
The Commissioners held a bid opening for County Legal Notices for the year beginning
July 1, 2003 and ending June 30, 2004. A motion was made by Commissioner Allison, seconded
by Commissioner Moore that the bid be awarded to the low bidder, Grant County Journal, with a
bid of $5.95 per column inch. The motion carried.
The Commissioners held a Public Hearing and a motion was made by Commissioner
Allison, seconded by Commissioner Snead, that Resolution Number 2003 -065 -CC authorizing
an appropriation and expenditure of funds for the CRID 2001-1 Construction Fund #324,
Department #001, in the amount of $74,114 be passed. The motion carried.
The Commissioners held a Public Hearing and a motion was made by Commissioner
Allison, seconded by Commissioner Snead, that Resolution Number 2003 -066 -CC authorizing
an appropriation and expenditure of funds for the CRID 2001-2 Construction Fund #325,
Department #001, in the amount of $13,954 be passed. The motion carried.
The Commissioners signed the Authorization to Call for Bids on Equipment Contract
2003-13, 1 Tailgate Sander. Bids are to be opened June 10, 2003, at 2:00 p.m.
The Commissioners approved the recommendation of Derek Pohle, Public Works
Director/County Engineer, to purchase cold -mix asphalt patch from stock pile at County site for
the City of Grand Coulee as outlined on the Request to The County Road Department for
Reimbursable Work.
The Commissioners received the resignation of Al Brower from the Grant County
Planning Commission.
The Commissioners approved the recommendation of Derek Pohle, Director/County
Road Engineer, Public Works Department, that the Ephrata Landfill Phase 1 Development, in the
amount of $1,706,165.69, project be awarded to B&W Excavating U Logging, Inc., Valley,
Washington.
May 28, 2003
The session was continued at 9:00 a.m. with all of the Commissioners in attendance with
the Clerk of the Board.
The Commissioners approved the salary, wage, and/or position change as recommended
by Angie Clark, Human Resources Director, for: Cathy Neils, Prosecutor's Office; Amanda
Baker, DD Residential — Home Care; Marianne Harris, Grant Mental Healthcare; Katheryn
Espinoza, Grant Mental Healthcare; Mike Childs, Grant County Fair; Jesus Meza, Grant County
Fair; Juan Rodriguez, Grant County Fair; Joyce Cooley -Wood, Grant County Fair; Virginia
Lowder; Grant County Fair; Eliazar Martinez, Juvenile; and Courtney Conklin, Sheriffs Office.
The Commissioners approved the Juvenile Court and Youth Services request for position
reorganization as follows: add State Diagnostic Coordinator duties to Intensive Supervision
Counselor positions and eliminate the State Diagnostic Coordinator, effective May 1, 2003.
The Commissioners approved the Grant Mental Health request for position
reorganization as follows: delete 1.00 FTE Utilization Review Coordinator position and replace
with .50 FTE Facility and Safety Coordinator position, effective May 1, 2003.
The Commissioners approved the separation date of May 31, 2003, for John A. Turley,
Sheriffs Office.
The Commissioner's signed the Real Estate Purchase and Sale Agreement, Lots 782 and
783, Larson Subdivision.
The Commissioners signed the Interlocal Agreement for the Provision of Municipal
Court Services between the Town of Coulee City and Grant County.
The Commissioners signed the Professional Services Agreement Public Information and
Communications Consultant agreement between Grant County and SC Communications.
The Commissioners received a request from Keith B. Roberts regarding tort claims. The
matter was referred to the Prosecuting Attorney.
The Chair of the Board was authorized to sign the Don Prentice Final PIat Submission
and Review, File #02-3525.
The Commissioners signed the 2003 Grant County Fair Management Agreement between
Grant County and the Grant County Fair Association.
As of this date the Board by a majority vote does approve for payment those vouchers
audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, and have been recorded on a
listing which has been made available to the Board in the amount of $473.492.30.
As there was no further business to come before the Board the session was adjourned
until June 2, 2003.
