Week of April 21, 2003
The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of
the Board, Deborah Moore, with Commissioner Allison in attendance with the Clerk of the
Board. Commissioner Snead was out of town and excused.
The Commissioners approved the minutes of the April 14, 2003, session.
The Chair of the Board was authorized to sign the State of Washington Invoice Voucher,
Department of Community, Trade and Economic Development, CDBG Contract No. 03-64003-
004, Payment Request #3.
The Commissioners received a tort claim from Robbin Ball. The matter was referred to
the Prosecuting Attorney for handling.
The Chair of the Board was authorized to sign approval of the Notice of Liquor License
Application for Sunset Vineyards, Quincy, Washington, applicants: Sunset Vineyards, LLC,
Rudolph A. Steiner, and Shirley A. Siemer.
The Commissioners received an amended claim for damages from Rick Contreras. The
matter was referred to the Prosecuting Attorney for handling.
The Chair of the Board was authorized to sign the Authorization of Canvassing Board
Representatives, Auditor's Staff, appointing representative personnel to assist with the Special
Election, which will be held May 20, 2003.
The Chair of the Board was authorized to sign the Delegation of County Legislative
Authority to Serve on Canvassing Board, designating Deborah Moore to serve on the Board, for
the Special Election which will be held May 20, 2003.
The Commissioners approved the request from M. Christine Price, Chair, Extension
Faculty, for an extended leave of absence from May 1, 2003 through August 31, 2003, for an
Extension Office employee.
The Commissioners signed the voluntary separation of Albert J. Cranson, Jr., Grant
County Fairgrounds, and effective April 8, 2003.
A motion was made by Commissioner Allison, seconded by Commissioner Moore that
Resolution No. 2003 -048 -CC, a resolution in the matter of unredeemed warrants, be passed.
Motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Moore that
Resolution No. 2003 -049 -CC, a resolution authorizing the acquisition of real property and
execution of a financing contract, site lease and related documentation relating to the acquisition
of said real property (for Grant County Mental Healthcare), be passed. Motion carred.
The Commissioners approved the Local Agency Tax Certificate; Certificate Designating
Authorized Agency Representative; Memorandum of Lease; Local Agency Site Lease, Series
Re -2003C by and between the Grant County, as lessor, and the Washington Finance Officers
Association, as lessee; Local Agency Financing Contract, Series RE -2003C, for Grant County
Mental Healthcare.
The Commissioners approved the salary/wage change as recommended by Angie Clark,
Human Resources Director, for Susan Bauer, Commissioners' Office.
As of this date the Board by a majority vote does approve for payment those vouchers
audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement c laims c ertified a s r equired b y RCW 4 2.24.090, and It ave b een recorded o n a
listing which has been made available to the Board in the amount of $291,066.72.
The Commissioners approved the request for out of state travel for Deputy Eric Talbot
and Deputy Collin Hyer to attend the Action Targets Advanced Law Enforcement Training
Camp in Provo, Utah, June 14 through June 20, 2003.
April 22, 2003
The session was continued at 9:00 a.m. Commissioners Moore and Allison in attendance
with the Clerk of the Board. Commissioner Snead was out of town and excused.
The Commissioners met with Derek Pohle, Director/County Road Engineer, Public
Works Department, regarding the following: Authorization to Call for Bids — Landfill Liner;
Resolution — Jurisdiction Transfer/Washington State Parks and Recreation Commission;
Reimbursable Work Request — Town of Coulee City/Cold Mix; Award Letter — 2003
Auctioneering Services; 26 & 28 SW Road -- J&K Earthworks/Release of Retainage; Valley
Road; U SE Bike Path; District No. 3 — Sunland Estates; Landfill Scale Access Road — Start
Paving Tuesday or Wednesday.
The Commissioners approved the recommendation of Derek Pohle, Director/County
Road Engineer, Public Works Department, that the 2003 Auctioneering Services be awarded to
Campbell Auction, Moses Lake, Washington.
The Commissioners approved the recommendation of Derek Pohle, Director/County
Road Engineer, Public Works Department, to complete the cold mix work for the Town of
Coulee City as outlined on the Request to the County Road Department for Reimbursable Work.
The Commissioners signed the Authorization to Call for Bids for Ephrata Landfill Phase
1 Development. Bids are to be opened May 20, 2003, at 1:30 p.m.
A motion was made by Commissioner Allison, seconded by Commissioner Moore, that
Resolution No. 2003 -050 -CC, a resolution in the matter of transferring jurisdiction of a portion
of the Southeast Quarter of Section 16, Township 24 N., Range 27 East W.M. to Washington
State Parks and Recreation Commission, be passed. Motion carried.
The Commissioners approved the salary/wage change as recommended by Angie Clark,
Human Resources Director, for: Anthony M. Hale, Jail; Brent M. Coomes, Jail; James Weaver,
Jail; Aaron Seabright, Jail; Maria Razey, Jail; and David Patten, Information Services.
The Commissioners approved the request for Transfer of Funds in Miscellaneous General
Govt. Department 4125 of the Current Expense Fund #001, in the amount of $1,200 to re-
allocate budget for dues for the Lake Roosevelt Forum and the Big Bend Resource Conservation
and Development.
The Chair of the Board was authorized to sign the Washington State Community
Development Block Grant Program, Grantee Closeout Performance Report, Grant Number 02-
64002-004.
As there was no further business to come before the Board the session was adjourned
until April 28, 2003.
