The Grant County Commissioners session began at 8:go a.m. with all Commissioners in attendance.

A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items i
through 4, and items 5 through � on the ASC Agenda as presented below. The motion passed
unanimously.
�. Possible vouchers for Interfiind Communications, insurance, and/or
grant administration. (Approved)
2. 2oii Health Services Agreement (Grant County Jail) between Grant
County and the Ephrata Medical Center, Inc. for provision of reasonable
and necessary basic medical care to the inmates of the Grant County Jail
andJor satellite work release facility in accord with the provisions of
former chapter 289-2o WAC, Custodial Care, Standard Health and
Welfare, which are no longer codified, but which provisions, standards,
and guidelines have been adopted by Grant County pursuant to RCW
�0.48.o7i. (Approved)
3. 2oii Health Services Agreement (Youth Services) between Grant County
and the Ephrata Medical Center, Inc. for provision of reasonable and
necessary basic medical care to the juvenile detainees of Grant County
Youth Services in accord with the provisions of former chapter 289-20
WAC, Custodial Care, Standard Health and Welfare, which are no longer
codified, but which provisions, standards, and guidelines have been
adopted by Grant County pursuant to RCW �0.48.o�i. (Approved)
4. Geographic Information Interlocal Agreement between Grant County
and the Multi Agency Communications Center (MACC) for its access to
the County's bi-monthly/ monthly updates of spatial and tabular data as
maintained by the County uia on-line ftp site or quarterly updates of
spatial and tabular data as maintained by the County uia CD/ROM or
DVD. (Approved)
5. Anticipatire.g: Agreement between Grant County, by and through
Grant Integrated Services - Mental Health, with GeoEngineers for special
inspection and testing services during construction of the planned Grant
County Mental Health Boarding Home located in Moses Lalce,
Washington. (Did not arrive)
6. Grant County Request for Reimbursement No. 4 on CDBG Public
Services Grant No. io-64100-002 with the Department of Commerce and
administered through the OIC of Washington in the amount of
$5�477•72. (Approved)

Citizen Public Comment Period
Linda Jacicson, Perch Point Resort and Livingston, TX — Gave a brief rundown of the Grant
County vs. Kelly, Murry, and Jackson, Superior Court Case # og-2-o156 ,-9. Ms. Jackson gave a
copy of a i969 Conditional Use Permit and copy of an October 2, 2006 transcript of Judge
Sperline's Oral Decision on the case. Since this is active litigation, the Commissioners were
unable to comment or respond.

Budget and Finance Update

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $i5,5o3•68� $583,038•29� $14�051•37,
$4.67, and $446,66i.o�, as recorded on a listing and made available to the Board.
The Board of County Commissioners notified the Fair Association (Fair Board) that they will not be
renewing their contract, Instead, they will be forming a Fair Advisory Committee to assist with the Grant
County Fair and Spring Fair.
The Chair of the Board was authorized to sign an Assumption license application for Loolcer Investments
LLC, dba Sage Hills Bar and Grill, l040o Sagehill Rd SE, Warden, WA g8857, from the Washington State
Liquor Confirol Board.
